Intel’s chairman has reached out to TSMC to try to spin off the fabs to them.
So, the headline is a bit misleading. The real source of the "get out of manufacturing" (or at least foundry) business at Intel was the board, who fired the CEO who had made it his primary focus. This all happened without Trump's involvement, I believe. I think that TSMC taking over Intel's manufacturing (or at least the foundry part) would be the least bad outcome, of the ones that the Intel board left on the table.

They want a "renaissance of advanced manufacturing in the U.S." ... by selling manufacturing to someone else?
