The Gemini protocol aims to exist in this space, I think. It's intentionally created a space away from the web, that you have to make a conscious effort to join. You can't get to Gemini pages through mindless clicking.
And largely, I think it works. The people who join Geminispace are people who have decided that they don't like Twitter (as a strawman, Twitter isn't the only problem). And so you have less fluff and more mutual respect than you would on one of the large social websites.
